On 1 December 2022, the first session of the Intergovernmental Negotiating Committee (hereinafter referred to as “INC-1 Conference”) was in its fourth (and penultimate) day in Punta del Este, Uruguay. In the past two days, the negotiation process has accelerated, and the representatives of various countries have conducted general discussions on the principles, structure, national goals and actions of international instruments, core obligations, control measures and voluntary practices, international and regional cooperation, and measures to support implementation.
